The leaders of both political parties have recently advocated privatization of subsidized housing. But privatization is something of a misnomer. The fundamental issue is not privatization of housing but privatization of tenants: establishing freedom of choice for subsidized households and competition in the marketplace.
Whatever the terminology, the needed policy changes would end sixty years of federal subsidies to build low-income housing projects. The author details how these housing programs can be transformed to benefit both low-income tenants and federal taxpayers.
